Council Meeting Highlights for July 9, 2018



Corporate Services

Bylaw 461 (Smoking)
Council gave first and second readings to Bylaw 461 to regulate smoking in public places. Council also amended clause 5.1 (i) of the bylaw to not allow smoking within ten (10) metres of an entrance or exit to a public building.

Financial Services

Lacombe Police Commission Correspondence
Council received the Lacombe Police Service’s surplus request report, with amendments to Item 7 removing the maximum spending limit.

Transportation Services

BOLT Governance Structure
Council accepted the Regional Transit Committee Terms of Reference as presented. Council then appointed two councillors to the committee and directed Administration to begin recruiting for a citizen-at-large.
 
Community Airport Program
Council approved the Lacombe Regional Airport Runway Lighting Project for 2018 and directed that a maximum of $40,000 be drawn against the General Capital reserve.

Fleet Vehicle Replacement
Council approved an additional expenditure of $10,391 plus GST, to purchase a 2019 Chevrolet 3500HD 2 WD Dually 162" Regular cab from Weidner Motors for the Parks Department.


Operations & Planning

FORTIS – Offer to purchase streetlights
Council directed Administration to accept Fortis’ investment offer of $16,447.20 (including GST) for the streetlights and to transfer the funds to the Roads Reserve.

Personnel
Council approved the CAO evaluation process as outlined.
Land
Council directed Administration to hold the tenders until the offsite levies have been received, the engineering has been approved, and the development agreement has been executed.

Council passed a resolution to counter the plaintiff’s counter-offer as discussed In Camera.
