Council Meeting Highlights for October 10, 2017




Planning & Development Services

Bylaw 400.06 (Rezone – R1 to GS and C2)
Council passed a resolution to approve Bylaw 400.06, a bylaw to rezone SW 32-40-26 W4 from Residential Detached Dwelling District (R1) to Neighbourhood Commercial District (C2) and Greenspace District (GS), and to rezone Lot 22, Block 3, Plan 912 0069 from Residential Detached Dwelling District (R1) to Greenspace District (GS), after giving it second and final readings.

Bylaw 400.07(Site-specific Amendment)
Council approved Bylaw 400.07, which allows for a Site Exception on Lot 3, Block 1, Plan 042-3848 only for recreation equipment storage as a permitted use, after giving it second and third readings. 

Financial Services

Borrowing Bylaw 430 (West Area)
Council amended Bylaw 430 to differentiate offsite levy-supported borrowing from tax-supported borrowing as presented in version two of Bylaw 430. Council subsequently passed the amended Bylaw 430, a borrowing bylaw to fund the construction of water, wastewater and intersection upgrades to lands in the West Area Structure Plan, after giving it second and third readings.

Council & Legislative Services
Parkland Regional Library
Council passed a resolution to approve the 2018 budget allocation for Parkland Regional Library as requested in the amount of $103,351.36.

Transportation Services

Disposal of Streetlight Assets
Council directed Administration to accept FortisAlberta’s investment offer of $18,811.49 (including GST) for the purchase of 11 streetlights in the Terrace Heights area, and to transfer the surplus funds to the Streets Reserve.

Motions Out of Camera

Development Permit (Request for Extension)
Council refused a further extension to the development permit on property Lot 22 Block 2 Plan 1320013, and now requires the applicant to apply for a new development permit.

COL/LPA Collective Agreement
Council ratified the terms for a new collective agreement between the City of Lacombe and the Lacombe Police Association (2018-2020) as presented in the Memorandum of Agreement.

Interim CAO Appointment
Council directed the Human Resources department to offer the Acting Chief Administrative Officer position to the Director of Planning and Operations Matthew Goudy.
