Council Meeting Highlights for August 22, 2016

Planning & Development Services

Bylaw 424 - Municipal Historic Resource Designation
Council gave second and third reading to Bylaw 424, approving the designation of Michener House, the oldest remaining documented building in Lacombe, as a Municipal Historic Resource.

Bylaw 423 - Municipal Historic Resource Designation
Council approved the designation of the Kanngiesser Building, also known as the Urquhart Block, as a Municipal Historic Resource after giving second and third readings to Bylaw 423.

Direct Control District – Signage
Subject to Section 641(4)(a) of the Municipal Government Act, Council approved the development proposed at 4801 63 Street, Lot 1A, Block 53,  Plan052-3370, zoned DC1 – Direct Control (Commercial) District, consisting of the construction of a Class 2 (freestanding) sign requiring a variance of 75.6% to the height of the sign. Approvals was given with respect to work consisting of and as described on the development permit application form and plans submitted by the applicant subject to the following conditions:
1.               This permit indicates that only the development to which it relates is authorized, with the provisions of the Land Use Bylaw and in no way relieves or excuses the applicant from complying with the Land Use Bylaw or any other bylaw, orders and/or regulations affecting such development.
2.               This permit is valid for a period of twelve (12) months from the date of issue.  If, at the expiry of this period, the development has not been commenced with reasonable diligence, this permit shall be null and void.
3.               The Development Officer may, in accordance with Section 645 of the Municipal Government Act, take such action as is necessary to ensure that the provisions of this bylaw are complied with.
4.               The area around the sign shall be kept clean and free of overgrown vegetation and refuse materials.
5.               The applicant must maintain the sign, including the cleaning, painting, repair or replacement of any defective parts of the sign in a manner that does not alter the basic design or structure of the sign and does not include a change in copy. 
6.               Should the sign be illuminated, an electrical permit shall be required.  All electrical connections shall be underground.
7.               No auxiliary sign shall be attached to, on, above, or below the sign.

Letter from CUPW
Council passed a resolution to accept the letter from CUPW as information only.

Board/Committee Appointment
Council appointed Brooke McBurney as the high school student representative on the Lacombe and District Recreation, Parks and Culture Board for a one-year term from September 1, 2016, to August 31, 2017.

Environmental Services

Wastewater – Lagoon Covers
Council passed a resolution to award the 2016 Lagoon Covers project to Layfield Canada Ltd. at a total cost of $1,109,814 as described in the Council memorandum.

Transportation Services

LMC Sidewalk
Council directed Administration to include the construction of the section of sidewalk in the current scope of work for the Municipal Building - Property Reclamation project at a cost of $16,500.

Recreation, Parks & Culture Services

Gary Moe Auto Group Sportsplex – Can Pak Ice Complex 2  Project Update
Council directed Administration to allocate $138,000 of the savings realized through the trade/supplier negotiations to improve the Can Pak Ice Complex 2 building envelope, including the addition of insulation to exterior walls, new metal cladding and a new insulated roof, with no impact to the project budget or contingency.

Financial Services

Offsite Levy Reserves Restructuring
Council passed a resolution to approve Administration’s recommendations and responses related to the update of the City of Lacombe’s Offsite Levies model, as presented.


Council reports were received as information.

Council moved In Camera to discuss a legal matter – sports complex sponsorship.

Council moved back into Public Meeting.
