Council Meeting Highlights for June 13, 2016



Presentation

Bylaw 421 (2016 Tax Rate)
Local resident Joy Thomson presented Council with safety concerns around traffic volume and the associated noise and pollution on Woodland Drive adjacent to Cranna Lake. She proposed a full- time 30 km speed limit from the crosswalk at Maple Bay West to the next crosswalk (Lake Outlook crosswalk) as a potential solution to the pollution and noise, and for the increased safety of Cranna Lake’s recreational users. Her concerns would be forwarded to the Traffic Safety Committee and Lacombe Police Commission. Council was also informed that a community survey on speed limits would be brought forward for consideration prior to its distribution.

Planning & Development Services

Bylaw 400 – Land Use Bylaw
Council gave first reading to Bylaw 400, the Land Use Bylaw 400: Building Lacombe. Council then directed Administration to host a public hearing for Bylaw 400 at 5:30 p.m. on July 25, 2016, at City Hall.

Bylaw 420 (Heritage Designation – 5450-49 Avenue)
Council passed a resolution to designate the Young Residence, located at 5450 – 49 Avenue, as a Municipal Historic Resource after giving second and third readings to Bylaw 420.

Bylaw 423 (Heritage Designation – Kanngiesser Building)
Council issued a Notice of Intent for the Kanngiesser Building designation, and gave First Reading to Bylaw 423, a bylaw to designate the site known as the Kanngiesser Building as a Municipal Historic Resource.

Bylaw 424 (Heritage Designation – Michener House)
Council issued a Notice of Intent for the Michener House designation; and gave First Reading to Bylaw 424, a bylaw to designate the site known as the Michener House as a Municipal Historic Resource.

Council & Legislative

Bylaw 419 (Urban Hens)
Council requested that a recorded vote be taken on the proposed Bylaw 419, a bylaw to regulate the keeping of chickens in urban areas. Council then gave Second Reading to Bylaw 419 as amended, such that:

  • an amending clause 30 be included to ensure consistency between Bylaw 419 and Bylaw 35 
  • 50 percent support be obtained after consultation with neighbours having contiguous boundaries 
  • The coop be contained in a rear yard with setbacks similar to that of an accessory building (shed) for property boundary setbacks (0.9 m) only
  •  Chicken licenses be granted for semi-detached and detached dwellings only.

Environmental Services

Wastewater - Environment Canada Plan
Council passed a resolution to adopt the 2017 future effluent release plan, as attached to the Council memorandum, to be presented to Environment Canada. Council then approved Administration’s recommendation to install Option 2 consisting of lagoon covers to reduce ammonia levels in the wastewater effluent, and the proposal from Stantec to design, tender and provide construction management of the lagoon covers.

Update to Financial Services Agreement (North Red Deer Regional Wastewater Services Commission)
Council passed a resolution to endorse the amended funding agreement involving Lacombe County, City of Lacombe and the Town of Blackfalds to include land access and acquisition as an eligible cost.

Council passed a resolution to approve the agreement with HT Catering Café lease agreement as discussed.
