Financial Services

Bylaw 421 (2016 Tax Rate)
Council gave first reading as amended to Bylaw 421 (Tax Rate Bylaw) and second reading as presented.

Planning & Development Services

Bylaw 300.105 (Rezone Road Allowance to I1)
Council held a public hearing for Bylaw 300.105, a bylaw to amend the Land Use Bylaw No. 300 by zoning land described as the closed portion of 52 Avenue located between Lot 1 & Lot 2 Plan 992 4577 to Light Industrial District (I1).

No one spoke for or against the bylaw amendment. Subsequently, Council approved Bylaw 300.105 after giving it second and third reading.

Bylaw 280.2 (West Area Structure Plan)
Council approved Bylaw 280.2: Amendment to West Area Structure Plan after giving it third and final reading. The plan area encompasses land located at the most western portion of the city. The land is located east of Highway 2 and north of Highway 12. It is bounded on the east by the golf course and existing residential neighbourhoods.

Bylaw 267.4 (North Area Structure Plan)

Council approved Bylaw 267.4: Amendment to the North Area Structure Plan, after giving it second and third readings. The plan area encompasses land in the north portion of the city. The land is bounded by Highway 2 to the north, Highway 2A to the east, 56 Avenue to the south.
Best Western Sign
Council approved the partnership with Best Western Hotel for the location of a freestanding cluster sign on City owned property, the contribution of $12,000 towards the cost of the sign to be derived from MSI Operating, and the sharing of half of the annual costs for sign lighting.
Council & Legislative
Provincial Building – RFP Terms
Council directed Administration to advertise the Provincial Building Assessment and Business Plan RFP as presented and report the review committee’s recommendation back to Council at its regular June 13 meeting.
Employment Advertising Costs
Council directed Administration to advertise the CAO career opportunity in the following publications and on the regular City of Lacombe advertising venues for a total cost of $11,304 plus applicable taxes:
·         Canadian Association of Municipal Administrators ($250)
·         AUMA (Nation-wide, including Civic Info) ($450)
·         FCM (no charge)
·         Globe and Mail ($10,604)
·         Alberta Municipal Clerks Association (no charge)

Coffee with Council Report
Council passed a resolution to accept as information resident feedback from the 2016 Spring Coffee with Council session, as presented. Council subsequently directed Administration to further investigate specific issues, costs and concerns deemed necessary. Council also directed Administration to host the 2016 Fall Coffee with Council session at the 2016 Active Living Fair.

Former Police Building Future Use
Council passed a resolution to explore Option 1 for the former police building’s future use by requesting formal proposals for a detailed building code review, structural survey, HAZMAT survey and utility capacity analysis for Council’s consideration during 2017 budget deliberations.

Protective Services

Lacombe Police Service RFPs
Council passed a resolution to accept the submission by Communications Group for the AFFRCS radios at a cost of $51,996 plus GST and disbursements. Council also accepted the submission by Communications Group for the Computer Aided Dispatch system at a cost of $243,412 plus GST and disbursements.
