Council Meeting Highlights for March 29, 2016

Planning & Development Services

Bylaw 280.2 (West Area Structure Plan)
Council held a public hearing for Bylaw 280.2 for the amendment of the West Area Structure Plan. No one spoke for or against the bylaw, so Council give second reading to Bylaw 280.2.  

Bylaw 267.4 (North Area Structure Plan)
Council gave first reading to Bylaw 267.4, an amendment to the North Area Structure Plan. Council subsequently directed Administration to hold a public hearing for Bylaw 267.4 at 5:30 pm on April 25, 2016. 

The North Area Structure Plan area encompasses land in the north portion of Lacombe. The land is bounded by Highway 2 to the north, Highway 2A to the east, 56 Avenue to the south.

Council & Legislative

Bylaw 78.8 (Municipal Police Commission)
Council approved Bylaw 78.8 – the amendments to the Lacombe Municipal Police Commission Bylaw 78 – after giving it third and final reading.

Municipal Advertising Policy
Council passed a resolution to adopt the Third party Digital and Print Media Advertising Policy as presented.

Social Media Policy
Council passed a resolution to adopt the Social Media Use Policy as presented.

Board Appointment
Council approved the appointment of Ingrid Luymes to the City of Lacombe Library Board for a term expiring December 31, 2018.

Committee Meeting Schedule
Council cancelled the April 4, 2016, and June 6, 2016, Council Committee Meeting.

Financial Services

2015 Capital and Operational Quarterly Reports (Q4)
Council passed a resolution to accept the fourth quarter capital and fourth quarter operational reports for information.

Social and Public Services

Municipal Building Report
Council directed Administration to take the necessary measures to proceed with the demolition of the property at the civic address of 5033-53 Street and legal land description of Plan: 1979 HW; Block; 34; Lot: 1 (former Lacombe Daycare Centre). Council also directed Administration to confirm the costs to bring the property to existing standards, including back-filling, line painting, pavement and curbing.

Environmental Services

Wastewater System Regulatory Review
Council directed Administration to contract Stantec Consulting to complete a lagoon ammonia reduction strategy options report for a maximum contract value of $25,325, to be funded from the Wastewater Reserve.

Council and Legislative

Update to Financial Services Agreement – NRDRWWSC
Council passed a resolution to endorse the proposed amendment to the North Red Deer Regional Wastewater Services Commission (NRDRWWSC) Funding Agreement ratios, as described in the memo.

Council reports were received as information.

Council moved In Camera to discuss two personnel matters and a legal matter.

Council moved in Open Meeting.
