City Council Meeting Highlights for February 8, 2016




Presentations

Blaine Calkins, Member of Parliament for Red Deer-Lacombe

Council met with Blaine Calkins, MP for Red Deer-Lacombe, and had discussions with him on the following:

·        An update on the Light Armored Vehicle (LAV III) initiative
·        Federal support for current wastewater treatment standards
·        Federal support for Canada’s 150th birthday celebrations in 2017
·        Strategy for working with MP Calkins as an Opposition MP
·        Access to funding for future federal grant programs
·        Howse Pass transportation corridor to West Coast

MP Calkins also informed Council that he has been appointed as the Chair of the House of Commons Standing Committee on Access to Information, Privacy and Ethics, and as the Chair of the Alberta Conservative Caucus.

Planning & Development Services

Bylaw 416 (Road Closure)
Council held a public hearing for Bylaw 416, for the closure of the road north of 3859 Highway 12 (Service Road Plan 752 1125 and Road Plan 0024111). No one came forward to speak for or against Bylaw 416, so Council subsequently approved the bylaw after giving it second and third readings, as presented.

Safety Code Fee Review (Bylaws 168.7 & 306.2)
Council directed Administration to hold a public hearing regarding the proposed changes to Bylaw 168 (which regulates the procedure, content and cost of building permits) and Bylaw 306 (which establishes the issuance, procedure and costs for Electrical, Gas and Plumbing Permits) at 5:30 p.m. at the City Hall on March 14, 2016.

Financial Services

Bylaw 415 (Borrowing – Arena Project)
Council approved Bylaw 415 – the bylaw required to authorize the borrowing needed to move forward with the east side expansion of the Lacombe Arena necessary for the construction of new team dressing rooms – as presented, after giving it second and third readings.

Council & Legislative

Committee Appointments
Council passed a resolution to approve the appointments of Madeline Hendrickson and Audrey Herman to the Affordable Housing Steering Committee, as presented.

Land Use Bylaw 400 Review
Council reviewed the commercial and industrial zoning, landscaping, and parking requirements in the new Land Use Bylaw, and their input was gathered for follow up by City administration. 

2014-2017 City Strategic Plan Review
Council endorsed the 2016 annual review of the City of Lacombe 2014-2017 Strategic Plan and authorized City administration to circulate the review to the general public.

Economics and Sustainability Course
Council confirmed the attendance of Mayor Christie, and Councillors Bouwsema and Konnik at the Sustainability 101: Economics and Sustainability Course sponsored by Lacombe County with preference for a Saturday session, with funds to be determined.

Reports
Council reports were received as information.

Council moved In Camera to discuss a legal and a floodway matter.

Council moved in Open Meeting.
