2015-2016 Council Meeting Dates
Council passed a resolution to approve the Regular and Committee Meeting dates from November 2015 to October 2016 as presented.

2016 Councillor Appointments to Committees, Boards, Commissions
Council passed a resolution to approve the 2016 Councillor appointments to Council Committees, Boards and Commissions as amended (Councillor Rempel will move from the Lacombe Days Committee to the Parkland Regional Library Board, and Councillor Harder from the Parkland Regional Library Board to the Lacombe Days Committee).

Council approved the Board Appointments and Re-appointments for Citizens-at-Large as presented.

Lacombe Police Commission
Re-appoint – Bob Huff for a 3 year term ending December 31, 2018.
Appoint – Luke Bannis for a 3 year term ending December 31, 2018.
Appoint – Judy Lucht for a 2 year term ending December 31, 2017

Lacombe and District Recreation, Parks and Culture Board
Re-appoint – Martin Sherrer for a 3 year term ending December 31, 2018.
Appoint – Chris Ross for a 3 year term ending December 31, 2018.

Lacombe Library Board
Re-appoint - Amanda Jeffries, for a 1 year term ending December 31, 2016.
Re-appoint – Tabatha Robbins for a 3 year term ending December 31, 2018.
Reappoint - Dean Dyck for a 3 year term ending December 31, 2018.
Appoint – Alexandra Skultety for a term of October 27, 2015 to December 31, 2017.

Heritage Resources Committee
Re-appoint – Charles Bourn for a 2 year term ending December 31, 2017.
Re-appoint - Ellen Corea for a 3 year term ending December 31, 2018.

Affordable Housing Steering Committee
Appoint – Debby Sutherland for a 2 year term ending December 31, 2017.

Council Remuneration Policy
Council received the City of Lacombe Council Remuneration Policy for information.

Board and Committee Bylaw Updates
Council gave first and second readings to bylaws 46.9 (Lacombe and District Recreation, Parks and Culture Board Bylaw), 229.3 (Subdivision Development Appeal Board), 391.1 (Lacombe Library Board) and 397.1 (Heritage Resources Committee).

Council also approved the Public Art Collection Council Policy as amended, and endorsed the Arts Endowment Committee Terms of Reference.

ii.          Regular Meeting

Presentation

Central Alberta Economic Partnership (CAEP)
Kimberley Worthington from the Central Alberta Economic Partnership (CAEP) made a presentation to Council with regards to her organization’s role in focusing on innovative regional collaboration with central Alberta municipalities, business, and organizations, and providing tools and coordinating resources to improve local capacity to compete more effectively in the global marketplace to achieve greater prosperity locally, regional, and provincially.

Following the presentation, Council approved City participation in CAEP, along with accompanying budget implications beginning January 1, 2016.

Cranna Community Cultural Centre Initiative (C4): Business and Funding Model
C4 representatives Susan MacDonald, Bev Randall and Richard Schick from Schick, Shiner and Associates presented Council with the preliminary building design concept and projected costs for the Cranna Community Cultural Centre.

Subsequently, Council passed a resolution to approve the C4 Initiative’s request for a one year extension to the land abeyance agreement; however, Council defeated the motion to include the C4 project in the City’s 10 Year Capital Plan.

Recreation, Parks & Culture Services

Snow Clearing Policy
Council passed a resolution to approve, effective immediately, the snow removal service level policy revisions as amended.

Financial Services

10 Year Capital Plan
Council passed a resolution to accept the 10 Year Capital Plan report for information.
Fortis Alberta Franchise Fee
Council passed a resolution to set the 2016 Electrical Franchise Fee for the City of Lacombe at the current rate of 6.2 percent of total revenues derived from Fortis Alberta’s delivery tariff for electricity delivered within Lacombe.

Council & Legislative Services

Coffee with Council Report
Council accepted as information resident feedback from the 2015 Fall Coffee with Council session, as presented. Subsequently, Council provided direction to Administration to host the 2016 Spring Coffee with Council session at the April 2016 Lacombe Spring Trade Show.

Cellular Phone RFP
Council passed a resolution to award the contract for Mobile Wireless and Data Services contract to Bell Mobility Inc. for a three-year term at an average annual rate of $31,500 per year.

Red Deer College Letter of Support
Council passed a resolution to endorse and advocate with Red Deer College in its request to the Government of Alberta for an immediate change in status to a Polytechnic University.


North Red Deer River Water Services Commission

2016 Budget
Council accepted the North Red Deer Water Service Commission’s 2016 Operating and Capital Budget as information.

Planning & Development Services

Request for Closure & Sale of Undeveloped Lane
Council unanimously defeated a motion to direct Administration to inform the interested party that the City is in favour of proceeding with the road closure, subdivision and land sale request.

DARP Implementation Update
Council accepted the Downtown Area Redevelopment Plan (DARP) Implementation Status Update report as information.


Motion Out of Camera

Police Chief Appointment
Council passed a resolution to approve the appointment of T.S. (Steve) Murray to the position of Chief of Police under the proposed terms of the contract recommended by the Lacombe Police Commission.


Lacombe Daycare
Council passed a resolution to approve return funds held in trust to the Lacombe Daycare Society.
