Lacombe City Council Meeting Highlights for March 9, 2015


Ladies Provincial Curling Championship Update
Lacombe Curling Championship Committee Chair Don Gullekson presented a Thank You card and a brief update to Council, and thanked the City for its support of the 2015 Ladies Provincial Curling Championship. Don informed Council that the event was very successful financially, and involved over 3000 hours of volunteer time, and revenues realized after expenses were shared with participating volunteer groups. Around 6500 people attended the Ladies curling event, which gained efficiencies and carry-over from the 2014 Men’s Provincial Curling Championship, also held in Lacombe. Many positive comments on the facility were received.

Financial Services

Bylaw 399- Borrowing Bylaw
Council passed a resolution to approve Bylaw 399 – a bylaw required to authorize the borrowing needed to move forward with Phase 1 of the safety codes upgrades for the Lacombe Arena and
Aquaplex – as presented, after giving it second and third readings.

Planning & Development Services

Bylaw 300.97 (Direct Control - DC3)
Council directed Administration to hold a public hearing for Bylaw 300.97, a bylaw to amend the Land Use Bylaw 300 by establishing the DC3 – Direct Control (Mixed Use) District and rezoning Lot 6, Plan 952 3562 from C3 – Transitional Highway Commercial District to DC1 – Direct Control (Mixed Use) District, at 6:05 p.m. on March 23, 2015, in the Council Chambers at City Hall.

Community & Economic Development

Extension to C4 Land Agreement
Council passed a resolution to grant a six month extension to the current C4 Initiative land abeyance agreement, to give the C4 group lead consultants Schick, Shiner and Associates the necessary time to complete the initial building design and corresponding business plan for the project.

Recreation, Parks & Culture Services

Award of Landscape Architecture Services Contract
Council directed Administration to award the Landscape Architecture Services Contract to Lombard North Group as per the following: 

A.    This agreement will be in effect from the date of signing the agreement to December 31, 2015.
B.    The agreement may be extended for a period of three additional years:
C.   First renewal period: Two years - January 01, 2016 - December 31, 2017
D.   Second renewal period:  January 01, 2018 - December 31, 2018.
E.    Proponents will provide written notice of their intent to renew sixty (60) days prior to December 31st of each year.  City of Lacombe will provide written confirmation of renewal by December 31st of each year, contingent upon satisfactory work and approved budgetary allocations.

Award of Contract to Parks Lift Truck
Council passed a resolution to award the 2015 Aerial Bucket Truck Request For Proposal (RFP) to Calco Equipment at a cost of $89,995.00 plus GST.  

Protective Services

Fibre-Optic Service to New Police Facility
Council approved the purchase of the SuperNet installation for the new police station, and directed Administration to proceed with submitting a purchase order to begin the process on installation.
Regional Fire Services - Dissolution
Council passed a resolution to authorize its representative to the Lacombe Regional Fire Services Association to vote in favour of the following dissolution resolution: “That the membership of the Lacombe Regional Fire Services Association agree to voluntarily dissolve as an association and to surrender the Associations’ Certificate of Incorporation effective upon receiving written notice from the City of Lacombe that the Association no longer has any liabilities or debt”

Council also authorized its representative to the Lacombe Regional Fire Services Association to vote in favour of the following resolution: “That the capital assets of the Lacombe Regional Fire Services Association be transferred to Lacombe County effective immediately.”

Council and Legislative

New Building Canada Fund – Small Communities Fund
Council identified the Storm Main Construction on 45 Street – (Hwy 12 to 46 Avenue) and the Pumphouse B Reservoir Upgrade) as two top priority projects for potential applications under the recently announced Small Communities Fund program. Council also directed Administration to confirm the project details for presentation and consideration at the March 23 Regular Council Meeting.

Board Appointment (SDAB)
Council passed a resolution to appoint Tom Kentz be appointed to the Subdivision and Development Appeal Board for a term ending December 31, 2017.
