Council Highlights for January 26, 2015








Presentations

MLA Rod Fox, Lacombe-Ponoka
Lacombe-Ponoka MLA Rod Fox provided Council with an update on provincial government matters, including the fiscal challenges faced by the province with declining oil prices. He also encouraged citizens to provide feedback on the 2015 Budget priorities to him via email at lacombe.ponoka@assembly.ab.ca or calling his constituency office at (403) 782-7725 or toll-free at 1-800-565-6432.

Battle River Watershed Alliance
Sarah Skinner from the Battle River Watershed Alliance provided Council with a report on the state of the watershed, and discussed water management and partnership plans for the Battle River Basin. She also informed Council of an upcoming workshop, “From Street to Stream: Urban Stormwater and Riparian Management”, being held from 1pm – 4:30pm at By-the-Lake-Park, Wetaskiwin, on February 18, 2015. GS Communities
Glenn Fraser from GS Communities, which is currently developing the Metcalf Ridge subdivision, made a presentation to Council asking for a variance in the development agreement with the municipality. Council supported the variance requested by GS Communities by not requiring a signed and executed Development Agreement at time of subdivision, and authorizes the subdivision to proceed without the Development Agreement, directing administration to work with GS Communities to rezone lands and finalize the Development Agreement, and that the subdivision be endorsed subject to payment of offsite levies.


Planning and Development Services

GS Communities - Request for variance
Council supported the variance requested by GS Communities by not requiring a signed and executed Development Agreement at time of subdivision, and authorized the subdivision to proceed without the Development Agreement.

Council also directed Administration to work with GS Communities to rezone lands and finalize the Development Agreement, and that the subdivision be approved subject to payment of Offsite Levies.


Lacombe Market Square Phase II - Land Use Bylaw 300.94 Amendment
Council gave first reading to Bylaw 300.94, a bylaw to amend the Land Use Bylaw 300 rezoning lands which are described as part of NW 20-40-26 W4 from Future Designation District (FD) to District Shopping Centre District (C5); Neighbourhood Commercial (C4); High Density Residential (R5); Public and Institutional Use (P) and Environmental Open Spaces (EOS).

Council then directed Administration to hold a public hearing at City Hall on Monday, February 23, 2015, at 6:00 p.m. to consider Bylaw 300.94.

2014 Development Symposium
Council passed a resolution to accept the Development Symposium Report for information.

CUC Street Name Change Request
Council passed a resolution to approve the requested name change from Maple Drive to University Drive. However, Council defeated the motion to waive payment of the $1,000 fee, and the costs incurred by the City for changing street signs.

Community & Economic Development Services

CED Organization Implementation Strategy
Council passed a resolution to accept the Community Economic Development Organization Recruitment Strategy for information.

Council & Legislative

2015 Council Meeting Schedule
Council cancelled the previously scheduled February 2, June 8, June 22, July 6, July 27, August 4 and August 10 Council Meetings, and scheduled Regular Council Meetings on June 15 and June 29, 2015.

Canadian Pacific/Community Advisory Panel Advocacy Request  
Council directed Administration to support the Canadian Pacific / Community Advisory Panel (CAP) in its efforts to collaboratively address road and rail infrastructure with the Government of Alberta, in order to collectively improve and protect existing rail level crossings between Edmonton and Calgary.

Traffic Safety Advisory Committee – Annual Report
Council passed a resolution to receive the 2014 Traffic Safety Advisory Report as information.

Transportation Services

Airport Review Project/Steering Committee Appointments
Council appointed Councillor Armishaw and Councillor McQuesten to the Oversight Committee for the Airport Review project.
