Council Meeting Highlights for September 8, 2014


Bylaw 396 – (Municipal Heritage Designation)

Dave Scott and Ellery Doerksen from the Lacombe Flying Club presented Council with a five year plan to address the issues at the aerodrome that have been identified as needing upgrading or replacement.

Robotics Club
Warren Kreway from the Robotics Club presented Council with a report of the club’s activities while representing Lacombe Composite High School at the April 2014 VEX-World Championships in Anaheim, California, where the club received a Sportsmanship award.
He also presented pictures from the event to thank Council and the City for supporting the club, which supports knowledge and skill-sharing with upcoming robotics students.

Recreation, Parks and Culture Services

Lacombe Recreation & Leisure Complex Project Update

Council directed Administration to seek new costing for the proposed renovations to the Lacombe Sports & Leisure Complex as outlined in Option 1, which includes safety/fire code review-required remediation, enhancements to the arena lobby, and the addition of a mechanical and a chemical room for the Kinsmen Aquatic Centre. The resolution was accompanied by the following conditions:

1)    Formal discussions related to funding contributions will be pursued with funding partners.

2)    Council will determine if a minimum fundraising target must be met.

3)    A Request for Quote will be released to retain a fund sponsorship firm expending up to a maximum of $15,000.00.

4)    More in-depth analysis of phasing of construction and the impact on the existing ten year capital plan.

5)    A Memorandum of Understanding with Superior Safety codes will be completed by Stantec Engineering, on behalf of the City.

Financial Services

Second Quarter Financial Statement
Council passed a resolution to accept the second quarter financial statements for information.

City Auditor RFP
Council accepted the proposal of BDO Canada LLP for annual municipal audit services from 2014 to 2018 inclusive, at a cost of $111,000. Council also appointed Daniel Luymes, CA and Alan Lister, CA of BDO Canada LLP as auditors for the City of Lacombe for the 2014 through to 2018 calendar years.

Public Submissions to 2015 Budget
Council asked Administration to provide costing for seven project ideas submitted through the new Citizens Submission program, so that they can be further considered for inclusion in the 2015 Budget.


Infrastructure Services and Public Works

Intersection Upgrades (63 Street & 50 Avenue)  
Council directed Administration to reject the tender prices received for the 63rd Street and 50th Avenue intersection upgrades and to defer the project. Council further directed Administration to include the project in the 2015 Capital Works budget.


Planning and Development Services

Trinity Crossing Street Naming

Council passed a resolution to approve Union Crescent, Trinity Street, Summit Avenue, Apex Court, Cross Street, Crest Court, and Panorama Avenue as road names to be located in the Trinity Crossing development, and to eliminate all references to Junction Avenue.

Planning Internship Application
Council give support for the submission of an application for an intern to the Municipal Internship Program for Land Use Planners, through the Alberta Community Partnership, on the understanding that the application may be withdrawn pending upcoming budget decisions.



2015 Gas Franchise Rate

Council voted to set the 2015 Natural Gas Franchise Fee for the City of Lacombe at the current rate of 22 percent of total revenues derived from ATCO Gas’s delivery tariff for natural gas delivered within the City of Lacombe.


Protective Services - Police

Automated Traffic Enforcement (2nd Quarter Report)

Council passed a resolution to accept the automated traffic enforcement second quarter report for information.

Council and Administration reports were received as information.
