Council Meeting Highlights for July 28, 2014



Public Hearing

Bylaw 300.88 – (Shepherd Heights)

Council deferred the public hearing, and second and third readings for Bylaw 300.88 – a bylaw to amend Land Use Bylaw 300 by redistricting part of NE 25-40-27 W4 in Shepherd Heights from Future Designation (FD) to Residential Medium Lot Single Detached Dwellings (R1b), Residential Smaller Lot Single Detached Dwellings (R1c), General Residential (R2), and Public and Institutional Use (P) – to the August 11 Council Meeting.  


Presentation

Lacombe Athletic Park Association
Gary MacDonald and Darren Gagnon from the Lacombe Athletic Park Association (LAPA) provided Council with an update on operations at the MEGlobal Athletic Park.


Planning & Development Services

Bylaw 300.86 (Trinity Crossing – Rezoning FD to R1C and P)
Council gave third and final reading to Bylaw 300.86, a bylaw to amend the Land Use Bylaw 300 rezoning lands which are described as part of NW 32-40-26 W4 from R4 (Medium Density Residential), R1d (Narrow Lot Detached Dwelling) and R1c (Smaller Lot Single Detached Dwelling) and FD (Future Designation), to R1c – Residential Smaller Lot Single Detached Dwellings District, and P – Public and Institutional Use District. Council also passed a resolution to repeal Bylaw 300.36.

Bylaw 396 (Heritage Bylaw)
Council gave first and second reading to the Heritage Bylaw 396, a bylaw to facilitate the implementation of the Heritage Management Plan.

Bylaw 300.89 (Cluster Signs within Public and Institutional (P))
Council gave first reading to Bylaw 300.89, a bylaw to amend the Land Use Bylaw 300 by adding the use “cluster sign” to Sign definitions in Part 7.2, adding a new class of sign, Class Four, to section 7.4, and providing supporting regulations for ‘cluster sign’ as part of 7.10 Off-Premise Sign, Section 4: Cluster Sign, and adding ‘Class 4 (permitted)’ as a sign type in the Public and Institutional Use (P) District. Council also directed Administration to hold a public hearing on Monday August 11, 2014 at 5:15 p.m. to consider Bylaw 300.89.

Metcalf Ridge Outline Plan
Council passed a resolution to adopt the Metcalf Ridge Outline Plan as presented. This area, which will encompass the majority of NE 20-40-26 W4, is proposed to be developed with highway commercial development and a residential area comprised of a mix of housing types.


Recreation, Parks & Culture Services

Kinsmen Aquatic Centre/ Barnett Arena Project

Council passed a resolution to proceed with Option 2 for the Barnett Arena/Kinsmen Pool project, accompanied by the five conditions presented, with voting deferred and resumed at the next meeting of full Council.

Cemetery Master Plan
Council passed a resolution to approve the Fairview Cemetery Expansion Master Plan as submitted by LEES and Associates on March 2, 2014. Council then approved the changes to Policy 56/171.0.2 (12) Burials and Plots & Niches Policy #:56/171.01(10PO) as presented.
Council also approved the revised fees for residents outlined in Option 2, and for non residents outlined in Option 1, to be implemented effective September 1, 2014.


Council & Legislative

Use of City Crest (Coat of Arms)
Council passed a resolution to authorize the use of the City Crest (Coat of Arms) on commemorative plaques for Municipal Historic Resources. Council also directed Administration to draft a policy outlining appropriate uses of the City Crest for review and consideration at the August 25, 2014, Council Meeting.

AUMA President’s Summit – Municipal Government Act Review
Council passed a resolution to accept the AUMA President’s Summit Report for information.
New Police Facility - Report
Council passed a resolution to accept the Police Facility Design Committee Report for information.

Council Meeting Date
Council passed a resolution to hold a regular meeting on August 11, 2014, at 5:00 p.m.


Financial Services

Building Canada Fund - Projects
Council approved the following as priority considerations for funding under the Building Canada Fund (but not limited to the following ranked projects):

·         Regional Waste Water line or Sanitary Treatment
·         34th Street Upgrades
·         Highway 2A Intersection and Rail Crossing
·         Lake Level Stabilization
·         West Area Servicing
·         Road Access to North Lacombe

Tax Penalty Cancellation Request
Council did not approve the owner-requested property tax penalty cancellation.


Reports

Council and Administration reports were received as information.

Council went In-Camera to discuss land and labour matters.

Council returned to Open Meeting.


Motion Out of Camera

Land Acquisition
Council authorized Administration to proceed with staged Phase 1 and Phase 2 Environmental Site Assessments (ESA) up to $60,000 as discussed In Camera, and that the landowner contribute 50 percent of the ESA cost, with sale transactions conditional upon a satisfactory outcome of all ESAs.
