Planning and Development Services

Bylaw 300.88 (Shepherd Heights)

Council gave first reading to Bylaw 300.88 – a bylaw to amend the Land Use Bylaw 300 rezoning lands which are described as part of NE 25-40-27 W4 from FD – Future Designation District to R1b – Residential Medium Lot Single Detached Dwellings District, R1c – Residential Smaller Lot Single Detached Dwellings District, R2 – General Residential District and P – Public and Institutional Use District.

Council also directed Administration to hold a public hearing at 6:00 p.m. at City Hall on July 28, 2014.

Recreation, Parks & Culture Services

Kinsmen Aquatic- Barnett Arena Building Code Compliance
Council accepted the Kinsmen Aquatic/Barnett Arena project update for information.

Infrastructure Services & Public Works

Hotel Site Grading & Lower Michener Improvement - Project Update
Council directed Administration to proceed with the hotel site grading project, with unbudgeted funds allocated from the sale of the land.

Council & Legislative

Summer Meeting Schedule Changes
Council passed a resolution to cancel the July 7, July 14, August 5, and August 11 Council Meetings.

FCM Meeting Attendance - Mayor
Council appointed Mayor Steve Christie as the representative from the City of Lacombe to attend FCM meetings between July 1 2014 and October 31, 2014.

2013 Municipal Election Campaign Expense Report
Council received the 2013 Municipal Election Candidate Statement Declaration Summary Report as information.

Planning and Development Services

Address Policy
Council passed a resolution to approve the adoption of the City of Lacombe Civic Addressing Policy. Council also rescinded Policy 32/717 (95).

Direct Control District (DC1) Commercial
Subject to Section 641(4)(a) of the Municipal Government Act, Council has delegated the application for the construction of a commercial building on 4801-63 Street (Lot 1A Block 53 Plan 052 3370) to the Development Officer for review and approval with treatment as a C2 development per the land use bylaw, with the option to bring it to the Municipal Planning Commission. Council has also delegated any future applications for businesses wanting to occupy the proposed building to the Development Officer, subject to any conditions laid out by Council.

Municipal Development Plan (MDP) Update
Council passed a resolution to accept the MDP update as information.

Economic Development & Community Services

Len Thompson Realtor Services RFP
Council approved Royal LePage Lifestyle Realty as the preferred Len Thompson Realtor Services vendor.

Environmental Services 

Wolf Creek/Whelp Brook Basin Study
Council adopted the Master Drainage Plan (MDP) for the Wolf Creek and Whelp Brook Watersheds as presented in the draft report by MPE Engineering. Council authorized Administration to engage MPE Engineering to proceed with Application for Registration of the Plan with Alberta Environment & Sustainable Resource Development. Council further authorized Administration to submit a grant application for the work through the Alberta Community Partnership, in collaboration with other stakeholder municipalities (Lacombe County, Ponoka County, and Town of Blackfalds).

Infrastructure Services & Public Works
Lake Level Stabilization
Council authorized Administration to enter into a contract for services at a cost of $20,000, the scope of which is defined in the Stantec Consulting’s stabilization proposal.

Council and Administration reports were received as information.

Council went In-Camera to discuss labour, land and legal matters.

Council returned to Open Meeting.
