City utility customers see changes to wastewater billing


City of Lacombe utility customer began receiving their January/February utility bill this week. Included in the bill is a new method for charging for wastewater services.

The new wastewater services rates, which came into effect in January 2012, contain a fixed monthly fee and a per cubic metre consumption fee. These rates are based on the projected costs of the wastewater utility for this year.

“We’re trying to treat each of the City of Lacombe utilities as separate, self-funding and self-sustaining,” said Corporate Services Director Michael Minchin. “These new rate structures are a move in that direction.”

The consumption portion of the wastewater fee structure is based on 80 per cent of a customer’s water consumption. Since the new rates include a component tied to usage, consumers who wish to conserve water will also have an opportunity to save on the wastewater portion of their utility bills.­­­­­­

In past years, the wastewater fees were based on a percentage of a customer’s water charges. The new wastewater services rate includes:

a) A fixed monthly fee that is based on budgeted fixed costs of the wastewater utility
b) Consumptions costs, which fluctuate dependent upon end-user usage

The 2012 monthly wastewater rates are as follows:

     a) Residential Services shall be charged as follows:

           i. Monthly service charge: $11.43 plus
          ii. $0.78 per cubic metre of effluent discharged each month

     b) All Non Residential Services except those identified below:

          i. Monthly service charge: $11.43 plus
         ii. $0.78 per cubic metre of effluent discharged each month
